Father: Edgar George Foulger, born June 1896, Ipswich. A motor mechanic and bus driver.
Mother: Daisy Foulger (nee Waters), born 1894, Great Clacton, Essex – died 1937, Ipswich.
In 1937, Edgar Foulger married Dorothy Barbara Lucy (1st marriage Parker (nee Burrows)), and made their home in Halesworth, Suffolk.
In 1938, Blyth, Suffolk, Hugh married Edna Doris Stebbings, born March 1915, Heigham, Norfolk – daughter of Thomas Stebbings, a master fruiter, and Emma Sophia Stebbings (nee Gooch), of 44, Thoroughfare, Hasworth, Suffolk.
Edna and Hugh had one son.
Hugh is also commemorated on the British Normandy Memorial, virtually opened by His Royal Highness, The Prince of Wales, on the 6th June 2021.
